Portuguese Consortium Wins São Paulo Lottery Concession Auction
A consortium led by Portuguese company SAV Participações, named Aposta Vencedora, emerged victorious in the auction for the concession of the São Paulo Lottery. The auction took place on Friday, October 1st, at B3 headquarters in São Paulo, with the winning bid amounting to R$ 600 million, representing a significant 130.15% premium over the minimum bid of R$ 260.7 million.
The State of São Paulo government anticipates raising R$ 3.4 billion over the 15-year concession period, with the allocated funds primarily designated for investments in the healthcare sector. Aposta Vencedora prevailed over Consórcio SP Loterias, led by IGT Global Services Limited, which currently operates the lottery in the state of Minas Gerais.
The auction was marked by intense competition, with Aposta Vencedora managing to secure the win. The consortium will have the opportunity to operate the São Paulo Lottery through both physical and virtual channels, offering various game modalities like instant lottery and prognostics.
In addition to the operation of the lottery, the concession entails the implementation of strict control mechanisms. These include a compliance plan to prevent money laundering and other illicit activities, as well as the establishment of protection and assistance programs for individuals vulnerable to gambling addiction. The contract also outlines measures aimed at preventing the sale of products to minors.
